In continuation of Kr. Seton's letter No.3226 of the 15th August 1917 I am directed to send you for the information of the Secretary of State for the Colonies & copy of a letter dated the 28th December 1917 from the Goverment of India on the subject of the registration of Indian watchmen in Hong Kong. The Secretary of State for India concurs in the views stated in that letter and subject to them has no objection to the proposed legislation.
